A graduate of the United States Naval Academy, with a Master’s degree from the Johns Hopkins University, he has served around the world as a United States Marine Corps attack helicopter pilot and Weapons and Tactics Instructor (WTI), earning the rank of Lieutenant Colonel. His credentials include Certified Six Sigma Champion, Certified Capability Maturity Model Integration (CMMI), and Certified Knowledge Manager.

He has served as project lead and subject matter expert (SME) for advanced modeling and simulation based acquisition in support of the U. S. Marine Corps’ Joint Advanced Weapon System program, as executive lead/SME for the Assistant Secretary of the Navy, Research and Development Activity, Chief Engineer, Information Support Plan Lean Six Sigma project, numerous acquisition projects for PMA-276, 242, 201, 263, and APW-1, and, has led numerous enterprise level transformation efforts.

Perry is the board Chairman for the Software and Information Technology Association of Kansas (SITAKS) (www.sitaks.com); board member for KCnext (www.kcnext.com); on the Advisory Committee for FiberKC for Google's ultra high-speed broadband initiative (www.fiberkc.biz); a member of Senator Roberts’ Advisory Committee on Science, Technology, and the Future; and a member of the Business Executives for National Security.
